BC Liberal lobbyist Mark Jiles, ex-cabinet minister Graham Bruce found to have violated federal lobbyist rules

A top BC Liberal lobbyist and a former BC Liberal cabinet minister have both been found to have violated federal lobbyist rules, the Office of the Commissioner of Lobbying announced in Ottawa today.

Mark Jiles, president of the Progressive Group - a firm owned by controversial lobbyist and former BC Liberal campaign election co-chair Patrick Kinsella - and Graham Bruce - a minister in the Gordon Campbell government from 2001 to 2005 - were both cited by Commissioner Karen E Shepherd for not registering as federal lobbyists as required.

Jiles also is a former campaign manager for ex-Premier Campbell in his Vancouver-Point Grey constituency.

In the report on Jiles, the Commissioner writes: "I conclude that Mr. Jiles arranged client meetings with public office holders, received payment for his services, engaged in activities that required him to register as a lobbyist and breached the Lobbyists' Code of Conduct, specifically the Principle of Professionalism, Rule 2 (Accurate information) and Rule 3 (Disclosure of obligations)."


The story that led to the Commissioner's finding was first broken by Public Eye Online's Sean Holman in 24 hours newspaper in June 2008. 


In the report on Bruce, Commissioner Shepherd says: " I conclude that Mr. Bruce arranged client meetings with public office holders, received payment for his services, engaged in activities that required him to register as a lobbyist and breached the Lobbyists' Code of Conduct, specifically the Principle of Professionalism, Rule 2 (Accurate information) and Rule 3 (Disclosure of obligations)."


However, the violations are not punishable by either fines or jail sentences.  The Commissioner's news release explains: "Breaches of the Code carry no fines or jail terms. After conducting an investigation under the Code, the Commissioner is required to table a Report to Parliament to present her findings and conclusions, and the reasons for those conclusions."


Jiles and Bruce were two of five lobbyists cited today by the Commissioner.

Sadly, 'Public Eye' is no more.

At The Tyee Andrew MacLeod reports that Sean Holman is "suspending publication of the British Columbia politics website Public Eye".

The Island Corridor Foundation had requested this review be undertaken before work began on the $15 million rail infrastructure. The B.C. government has approved a $7.5 million contribution and the ICF is awaiting word from the federal government for a matching amount.

judicial joke , what a complete waste of public money. the violations are not punishable by either fines or jail sentences. Commissioner is required to table a Report to Parliament , even a bigger joke . Canada elects criminals with no accountability, I repeat what a joke ....whats The F^*#ing point

and just how many "lobbyists" were there when the NDP was in power? Quite a few.

Personally, I don;'t think much of the lobbyists who try to get to the front of the line. Esp. those who try to throw around who they know and how much of a big deal they think they are to the party. If they encountered me, it would be "okay, put your material in the in box and we'll get back to you. You'll have to wait your turn. If you're wanting to get in on a project, the Purchasing Commission is two blocks down. Be sure all of your bid documents are in order. Good luck.."

No it isn't. There were many lobbying the NDP back then, it was done differently. The NDP did not receive any lobbying? At All? Get real.
