BC Budget Gives People with Disabilities First Rate Increase Since 2007 - And Takes Back Much of It For Over Half of Recipients

It's hard to believe but new information brought forward by Raise The Rates and the BC Disability Alliance shows that there is yet another transit clawback from the long-await rate increase for people with disabilities that makes it even more measly.

It sounded modestly positive - a $77 monthly increase in disability benefits after 9 long years without one as inflation ate away the meagre amount given by the BC government.

But now we learn that not only will people with disabilities now be forced to pay $52 a month for a bus pass out of that $77 increase - leaving just $25 as the actual rate hike - but they will also still have to pay the $45 annual "administration fee" that was previously charged.

That means the $25 disability benefits increase is further reduced by a monthly $3.75 [the per month amount of the $45 a year administration fee], meaning the hike is just $21.25 a month.

If you amortize that amount over the 9 years without any increase, it means that people with disabilities have had a rate increase of just 2.3% over those 9 years - while inflation has gone up by about 1.1% a year - and the already inadequate $906 a month in 2007 should have been $990 by 2015.

Instead, it will be just $927 plus change - and that won't happen till September 2016. 

And that's downright shameful in the province with Canada's best economy.

People with disabilities - don't pop any champagne corks over the 2016 BC budget - because the first increase in disability benefits since all the way back to 2007 ranges from tiny to next to nothing.

And those little hikes come on an entirely inadequate disability benefits rate of $906 a month.  And the increase won't even happen till September 1, 2016.

The BC Liberal government's "up to $77 per month rate increase" might still sound slightly good - until you realize that anyone currently receiving either a bus pass or a special transportation subsidy will lose those in exchange for the rate increase.

That means the $77 increase is minus the $66 per month special transportation subsidy that about 20,000 disability benefits recipients currently receive - leaving them with just an $11 a month improvement.

That's just a 1.2% benefits increase - and when you amortize that over the 9 years without any hike and the annual increase is literally infinitesimal - 0.13%

For the roughly 35,000 people currently receiving bus passes worth $52 a month - subtracting that means an increase of just $25 a month - or a 2.75% increase over 9 years - not exactly cost of living.

Those who were not receiving any transit or transportation funding previously will get the full $77 a month - which works out to a 8.5% increase over 9 years - less than 1% a year.

Compare those puny funding increases to the monthly savings that de Jong introduced by cutting the Medical Services Plan for families with children - up to $648 a year or $54 a month for a couple with two children earning $39,000 to $43,000.

Suffer a debilitating illness or injury - tough luck.  Decide to have two kids on a modest income - payday.

I put a question to de Jong in the budget lockup - and his answer won't give people with disabilities any more comfort.

After pointing out that the disability benefits increase would be as little as $11 a month for 20,000 people, I asked the minister: "Is it not a bit unfair to have an increase that low?"

De Jong's response: "For that group the impact is very modest."

"$77 in today's world is a pretty modest amount of money, which is why I'm not trying to overestimate it," de Jong added, referring to the amount of rate increase that the roughly 47,000 people with disabilities who currently don't receive any transit assistance will get.

De Jong was right - it won't make life easier for people with disabilities - it will remind them of how unfairly they are being treated once again.

This is outrageous. It is hard enough living on disability. Not just living on nothing but the feeling of being worthless and helpless. To increase rates by $77 is like tipping a waitress a penny. Then add in the cost of a bus pass and its more like a kick to the gut. It should be a crime to knowingly leave people in poverty. It is not like we have a choice. I would like to see anyone in government to live on $906 a month. Even that would show nothing unless they also have a disability. I say I would rather get no increase knowing how proud Mike De Jong is about his kindness of mouldy bread and water.

That's why I moved to Alberta so my son with a disability can live on a decent income. AISH is $1588 per month. At least, it's a liveable amount unlike BCs joke :(

one correction if i could i'm on disability and the yearly bus pass is $45 not $52 also how is the Gov't going to keep track of everything and everyone with these new false rate increases its going to be one big mess for them if i have a bus pass now and cancel it for the full $77 on Sept,1 will i get it but what's point anyway because out of that $77 i still need to buy my $45 bus pass what joke this is its a sham horrible treatment by the Gov't my hopes are crushed for a major rate increase this Gov't and Christy Cluck cares for no one but themselves this is the worst Gov't ever i won't vote for the Liberals in the next election.

Studies show homeless population dies an average of 50% earlier then housed people's. You want to know why homeless is so huge. Government policy. If you are homeless they got does not give you that $375.00. You die an earlier death and Christie's got wins fiscally.

SURPRISE, SURPRISE...no help from the government, towards handicap equality. They want to keep us down so, we will move to other provinces like Alberta. BUT be forewarned my friends, leaving BC provincial disability to try and receive a provincial disability pension in Alberta or any other province, is not a sure nor guaranteed. None of the past paperwork and only limited history, weighs in the decision on the pending case for financial entitlement while applying in Alberta. You have to start the application process from the beginning again and be scrutinized by THEIR requirements(and THEIR DOCTORS, THEIR SPECIALISTS and/or THEIR TESTS)and once you've cleared THEIR hurdles(and I've heard that it can be a lengthy process), you can then finally receive your monthly living allowance. Alberta's application requirements are challengingly stringent and very difficult to qualify for, especially if you've left another province, only to land there for whatever reason. They are quite aware that their benefits package can be enticingly attractive and because you've received benefits in BC(or whatever province) that based on being a past recipient and being approved in another province, doesn't automatically qualify the applicant for continuance of benefits or entitlement in Alberta(or other provinces). The application requirements for provincial disability benefits, are governed by their own legislation and are totally proprietary and, qualifications could be completely different in each province.

I want to know where they're getting their numbers, since unless they've changed rules on who qualifies for the concession fare many on disability won't qualify for the $52 monthly bus pass, and will have to shell out $91 or even $170 per month instead, putting them at a net loss each month even after the increase.

My diet is suffering, my health is suffering, and I'm forced to live in an abusive housing situation because of the BC Liberals. Now I'll have to decide between food and seeing a doctor. It really does feel like they're trying to kill us off, and one of these days they're going to succeed.

Anything for a positive press release. Chrispy (I call her that because to me, she's toast)never really "gets it", does she? "Families First" became "Families Fist" as she allowed an incompetent Ministry of Children and Families to suffer from lack of funding and staffing leaving many to suffer, the LNG fiasco has proliferated despite the harm we all know about, but about which she seems ambivalent and now a puny increase to those who suffer from lack of funding. Her lights are never on and she is never home. Time for her to be GONE!!

What I find difficult is that I'm on CPP disability with a provincial "top-up". Every year, CPP disability gives a modest cost of living increase, which is clawed back by the provincial gov't top-up amount. So my NET increase is $0. When will the provincial system stop clawing back this money? Or will the Federal gov't. have to cut their transfer payments to bring them in line? I don't even see how this claw-back by the province can be legal.

All these fat politicians that make these rules have no idea what it is like to live on their paltry rates. It should be that part of their job has to have them living on a wage they set for people on disability themselves before passing it into legislation. It's sickening to see such a disconnect between the fat rich cats and real people.

dont they get it ...when being disabled you need to see your dr on a regular basis..we need that bus pass or transportation allowance...some of our medication we can only get monthly so need to go get it more often...i find this a total insult to our dignity....and they all stand there like they did us a big favour...maybe they need a cutback on their cheques and pensions

I am in the same situation as Laurie, on CPP. Just received a modest increase and had my provincial top-up decreased by the same amount. So the increase in CPP is not an increase at all.

To protest this, disabled people should just stop paying for transit. Take the ticket and appeal it to the courts.

What you receive under PWD can't be touched by translink or the courts. By doing this, you will punish the government that created this situation by filling up provincial courts - costing the province money in court fees and policing costs.

When each person doing this starts costing the province thousands in fees, it will soon become a very apparent problem to the government.

That's what happens for voting liberal, I didn't vote for the suckers that don't really care about the les fortunate. In Alberta PWD clients get $1544 per month. Why can't we in BC get the same rate. perhaps the b.c. lieberals and Christy are hoping if they make life difficult enough for the disabled they kill themselves.

There have been no rate increases for welfare, and most of those on it are children, since 2007. so what has been the physical impact on children's growth by being forced to live in these conditions. we now have an entire generation of children forced to live at 50% below the poverty line. Christy and her cabal must be real proud to do this to children.

She said she had to grow the economy. well she had $600M for the film industry, $100M for the tech industry, $15M for the music industry, $100 M for the "prosperty fund", but not a nickel for the children living on welfare with their parents. I do hope there is a special place in hell for her and her caucus who force children and the disabiled into such abject poverty. To the people who vote for her, about the same.

Christy is really a very disgusting person as is her finance minister, nothing to improve the lives of poor children in this province, all the while she prances around in her blue jacket, smiling. I actually don't believe in hell or religion, but if there were a hell, I hope she goes there.

What is of some concern also, is we just don't hear from the NDP about it either. we did get some noise from them when people were fighting to have children be able to retain their child support, while their custodial parent was on disability. However, children still are living 50% below the poverty line and B.C. has had the highest rate of child poverty in Canada for 15 yrs. Like could the NDP not try something again. they got some traction on the child support issue, now its time to get on with the kids living on nothing. Surely they could muster a few doctors out to do studies on the negative impacts on children's development and growth. A few PhD students might want to do studies and then get them released in the press. if the MSM won't carry it, put it in small community papers and see if the U.N. will deal with it. Anything to embarrass the bitch into ensuring children of this province have adequate food, clothing and housing. Christy is certainly living well enough.

I am disabled , moved into my place with infants 18 years ago.
Kids are gone, rent increases every year.
I am blind šŸ‘€obviously don't drive and have little friend support as I can't get out much. I have no way to move even if I could find a place. My disability amount is $905.
When I moved into my place it was $525. A month
Now it's $850.00
My hydro is $126.
I have no cable ,or land line .
I have to give up my internet now
I'm already in the hole for hydro......what do I do now??

This is ridiculous! We the people need to stand up to them.
It's not only the disabled. I recently found myself in a very unfortunate position where I have lost my home and all my belongings. Will Social Development help? Not much when you have to live on $600. a month and pay rent out of that.
There is nothing left for food and the cost of food in Northern BC is out of control.
The Government spends more than that on their clothes monthly.
We need a voice because mine or your alone cannot change anything.

What makes this situation even worse is that a Person with Disability who lives in subsidized BC Housing and who also relies on bus pass will actually be going in the hole with the $77.00 increase. This is because housing subsidy is one third of income, which means 77.00 minus 52.00 concession pass, minus 45.00 bus pass administration fee, and an increase in rent!

I agree with others posted here. Christy and her merry band of thugs hate disabled people, hate seniors living on low income and want us all dead. Slow kill in starvation or suicide? Makes no difference to them.

Yeah, we should be able to do better now that we have been upgraded to Canada's "flagship" province. 25 bucks a month doesn't do much with the skyrocketing cost of groceries. Why hassle disabled people every month with a 52 dollar hit. Able bodied people can at least take a walk if they are broke, maybe beg some food from a warm hearted solvent citizen. Why not upgrade Handi-Dart by adopting Uber-style dispatch. Maybe Google or Navistar has some money to sink into a tax write off. Sort the licensing out so it doesn't cut into Cabbies business. Wheelchair accessible van sharing with the option to pick up and drop off passengers. Pay for some class 5 disabled drivers to upgrade to Class 4. http://www.navistar.com/navistar/

I feel sick. Waiting this long and this? I'd rather have things stayed as they are, at least then there was hope, but that's gone now. I'm betting my life there will be desperate people for whom this will be the last straw, there will be suicides. We live so close to the edge and this will push some over. I have a really good rental situation, but I struggle every month. I'm a dead beat dad because I have nothing for my daughter. "Families first", I'd laugh but it hurts too much. Why is there a "Prosperity Fund"? How can you set money aside for a rainy day when it's pouring? 100,000 people on disability and our voices go unheard, no ignored. Please someone hit rewind, I long for yesterday.

So my 26 year old son who is disabled and desperately trying to make it on his own, going to school, working part time is now going to end up further behind. Well isn't that special, I just love this Gov't (sarcasm).

The comments above pretty much say it all...the fools in governance have no conscience, no empathy, or even sympathy for the unfortunate. A society that they have created, has no room for the impoverished, the disabled, the forgotten. Similar societies have existed in the past, most are fascist in origin, bereft of moral and ethical intelligence, and ultimately were brought down by the very people they despise and ignore.
Mahatma Ghandi, brought down a regime of just such a regime, of privilege, wealth and the abuse of power. If one man can change history, a small group of the impoverished, the destitute and disenfranchised can change the arrogance and stupidity in Victoria. Ghandi showed you how, and it can be done again. These people and their power are nothing, a hollow representation of greed, arrogance and disgust. Good Intentions from the BC Liberals is highly unlikely. What if I told you that the Ministry of Social Development has been busily clawing back on the special transportation fund for the disabled and not giving them the full amount. It is a true story as a disability client gets the full amount accidentally and despite threat of taking it back it never happens in 2010 when she received a one month zone bus pass - $45 which gave her $924. So this is more about damage control than actually giving clients a much needed increase. Why damage control? Because the info needed was recently requested from the Ministry of Social Development so could move forward with human rights complaint and of course the Ministry would not oblige with info request but no worry the bank will have the record of it. There is more deception to the story but then the BC Liberal are involved.

I will get one quibble out of the way before I continue to support what you have said... you compared the insignificant increase to the small relief that lower income families receive from changes to MSP, I quote:

Bill, surely you are joking. Besides having a horrible record of ill support to People with disAbilities, this Province also has a shameful distinction of child poverty. Please do not try to pit one group of struggling people against the other.

Now I will move on to other ways the policy of revoking the $45 annual bus pass is a horrible move for everyone (Person with disAbility or not):

Many community agencies (charities, non profits) have hard working volunteers who are also People with disAbilities. These agencies (which support the communities) are well served by this volunteerism. The volunteers get a chance to contribute and engage with their communities. With the $45 bus pass being revoked - these volunteers may not have the financial means to continue accessing transportation to their volunteer positions. As expenses continue to rise, they will use the $55 for immediate necessities rather than pay for the bus pass. The agencies will lose their volunteers.

Also, People with disAbilities are not a separate group, hidden away. It is not "them." Because of affordable transportation, a Person with disAbility can afford to participate - go to the gym, play Badminton, attend a political event, art gallery showing or whatever their interest is. This is how I some of my friends, who have disAbilities. I would not have had to a chance to meet them without they being able to afford transportation to events. With an increase in the rates to something livable - there would be more opportunity to engage and develop friendships with others - increasing visibility for people with disAbilities. By keeping People with DisAbilities in poverty and taking away affordable transportation - this group of people remains hidden.

I am a mother of a child who will one day need these supports (he is diagnosed with ASD). I am a health professional who sees the affects of poverty on quality of life for seniors and People with disAbilities throughout the life span. I know and appreciate many volunteers at my work facility who are People with disAbilities and see what awesome work that they do. I am friends, on a social level, with People with disAbilities. I could easily become a Person with disAbility through illness or injury (it is an equal opportunity minority group).

Restoring the affordable, annual $45 per year bus pass is just a start. People with disAbilities need an adequate income to live in dignity so that we can all benefit from a shared community.

100,000 PWDs/4,630,000 BC population = 2.16% PWDs . . . And we as a province cannot do better than this?!?

Statistically, a few Liberal MLAs will eventually become disabled and AFTER their respective assets have depleted (like many of us) will have to live on the PWD income level that they've collectively consigned us!

Since 2007: My PWD increase = 2.2% . . . whereas BC's C.O.L. increased = 9.9%

I also have great sympathy/empathy for those on regular Welfare (as was I before PWD) with no-increase-at-all, even after 9 years - its tragic. [Shelter + C.O.L. + Transportation budget was hell]

* Liberal MLAs know we PWDers aren't in a position to demonstrate nor create much of a civic opposition.

I wish that the government could understand and try to understand what it's like to live off 870.00 a month. I have a child and her shoes just fell apart. How am I to tell her sorry I can't buy you new ones. Or mommy can I go on a field trip. I don't know. I don't choose to live like this. No one would. I went from owing my own business for 7 years. To having epilepsy. With that came depression. So I guess it's my fault. I am sorry but mabey the government needs to look closely at home and helping us instead of giving major major hand outs to people that are coming into this country right now. Sorry but why is it they are getting more than us.

I strongly agree with disabled mom - anonymous Thursday at 1:57 - please do not give up - many of us are fighting to win back bus passes and restore dignity to people with disabilities. Your anger is understandable, your frustration well founded but please stay with us for this fight.

Bill, let me be clear; It has taken herculean strength to make the decision to take my own life, and it will take even greater courage to accomplish it successfully. I don't want to die simply because I am depressed due to a chemical imbalance in my brain. I want to die because I am hungry, penniless, traumatized, soon-to-be homeless with 2 little dogs that I cherish and love more than anything, and I happen to live in the only province in Canada that does not have a human rights commission. So where's the hope?

I am quoting from a publication prepared by the BC Poverty Reduction Coalition...

"Basic civil and political rights, such as freedom of speech and the right to
vote, are relatively well protected in Canadian law, but economic and social
rights to basic necessities such as food, water, housing, and education are
routinely violated.
Without these rights secured, poverty is a barrier to accessing civil
and political rights in a meaningful and effective way. This has a
disproportionate impact on marginalized groups including women,
LGBTQ communities, racialized and Indigenous persons, and people
with disabilities, among others.
In 1976 Canada ratified the United Nations International Covenant
of Economic, Social and Cultural Rights. Yet BC continues to have
one of the highest rates of poverty in Canada and is the very last
province in the country to commit to a comprehensive poverty
reduction plan, which would protect and fulfill those rights. It’s
time for our governments to comply with their obligations under
international law.

The ONLY control I have left over my life is to take it.

There is absolutely nothing I can do to change my circumstances for the better; the government of the province of BC has made certain of that, and has been allowed to do so for many years. It is nothing short of a violation of human rights en mass, and to the point of barbarianism.

With all due respect, it would take a lot more than a bus pas to even remotely convince me that my life is worth living. It's degrading and humiliating enough to be a member of a marginalized group of people, who through no fault of their own are dependent upon support and resources in order to survive. Add in the fact that my particular group of marginalized people "the disabled", are habitually placed so low on the government's list of priorities, that you'd have to look up to see the bottom!

There are some things in life that are so beyond egregious and evil, that the only thing that comes to mind is "a holocaust". This is one of those situations, and I do not want to be a holocaust victim any more.

That is how all of us felt this way too. You are not alone. Find a way to fight this demons inside of you. Go back to school or job training. Get some professional help.

i understand the thought. i contemplated the same but then i reminded myself suicide is NOT an option. because if we choose to end our life, we have to come back to a 3d world with three times more intensity. and i'm pretty sure my soul did in the past, and i sort of vaguely remember the void souls go, after suicide. it all looks like its all doom and gloom in this current paradigm. but not so. fairly soon, we will all be lifted up to 5d. that keeps me going

Christine Clark says she wants everyone to be on the same level field with people who gets the bus pass program when on PWD, but people are on the same level field because you have the choice of getting the bus pass or get a yearly one lump sum instead of getting the bus pass.

If the government had it their way... They would euthanize anyone below the poverty level so they can put all the money into their own pockets. With the rent constantly increasing... We people on PWD will soon be homeless.
